On the afternoon of May 10, 2024, Zhuhai Foreign-related Public Legal Service Center and Hengqin Zhuhai, Hong Kong and Macao (Foreign-related) Public Legal Service Center received a case of mediation of labor disputes involving Macao entrusted by the Labor and Personnel Dispute Arbitration Court of Hengqin Guangdong Macao Deep Cooperation Zone. Whereas the enterprise is a newly established Australian funded enterprise in the cooperative zone, in order to provide better services for the resolution of disputes involving Macao and prevent disputes from occurring at the source, the Foreign-related Legal Service Center, in conjunction with the Labor Arbitration Court of the cooperative zone, and the two departments have made joint efforts to start the operation mechanism of Qin-Ao cross-border labor dispute mediation workstation, focus on the efficient and harmonious resolution of disputes, and realize the "win-win" of employees and enterprises.

In the foreign-related lawyer consultation room, the foreign-related center provides cross-border labor consultation for enterprises. Zhou Lihong, the duty lawyer of the firm, and Xu Bing, the Macao lawyer, after understanding the case in detail, pointed out that the main dispute point of the case is that the Australian enterprise has objections to the labor remuneration proposed by the workers. In view of the excitement between the enterprise and the workers, the duty lawyer took the initiative to invite the enterprise representative to move to the "coffee+tea" foreign-related mediation center, hoping that the intervention of the "coffee+tea" foreign-related mediation center can ease the mind and mood of the enterprise representative and help the company solve the problem.

At the "Coffee+Tea" foreign-related mediation center, Deputy Director Hu Min presented the prepared coffee, listened to the appeal and detailed description of the enterprise representative again, understood the context of the case, and also guided the enterprise representative to review the original intention and development concept of establishing the enterprise and find consensus. Combining his own experience in working in foreign enterprises, Hu Min has established mutual trust on the basis of understanding and sympathy, fully understood the claims and demands of the parties concerned, and finally gave advance judgment from the perspective of legal responsibility and professionalism to promote the parties to make rational decisions. After mediation, the enterprise representative was moved by the sincerity of Hu Min and was willing to further sort out and determine the mediation clauses, so as to lay a good foundation for the parties to sign the mediation statement.

At the final stage of the case, Wu Zhen, director of the "Coffee+Tea" foreign-related mediation center, invited representatives of Australian enterprises and lawyers of the firm Zhou Lihong to hold talks with Xu Bing, a Macao lawyer, Hu Min, deputy director, and Wu Entong, full-time mediator in the "Coffee+Tea" foreign-related mediation studio, especially from the perspective of the improvement of the labor system, the settlement of disputes involving law and the problems that may be encountered by start-up technology enterprises in the future listing of companies. At last, the enterprise representative fully accepted the professional opinions of the mediation center, and the Labor Arbitration Court of the cooperative zone also communicated and coordinated with the workers. Finally, both parties happily signed the arbitration conciliation statement of the Labor and Personnel Dispute Arbitration Commission of the Hengqin Guangdong Macao Deep Cooperative Zone, declaring the mediation of the case a complete success.

This mediation of cross-border labor disputes involving Macao has given full play to the "professional" advantages of Zhou Lihong in mediation work, made the masses realize the convenience of "zero distance" legal services, and further enhanced the legal governance concept of the masses to act in accordance with the law, find ways in case of difficulties and resolve contradictions by relying on the law.
